Anjum Aqeel still at large, declared ‘wanted

PML-N MNA from Islamabad Anjum Aqeel Khan, wanted in an alleged National Police Foundation (NPF) land fraud case, did not turn up despite giving an assurance of surrendering on Monday to Islamabad Police. 

The MNA might be trying to get pre-arrest bail, a senior police officer told ‘The News’. “We will proceed under the law and will get hold of him,” he said.

Anjum Aqeel Khan and some officials of the NPF have been accused of fraud, forgery, cheating, corruption and corrupt practices in the purchase of land for the Foundation.

FIR No. 432, registered with Islamabad’s Shalimar Police Station, a copy of which ‘The News’ exclusively got, was lodged on the complaint of NPF Deputy Director (Housing) Zafar Iqbal.

The FIR reads, “As per direction of the honorable Supreme Court of Pakistan during hearing SMC 11/2011 dated 21st June 2011 and as directed by the Managing Director, National Police Foundation, the available record regarding purchase of land through M/s Land Linkers and affiliation of land offered by Anjum Aqeel Khan and allotment of developed plots in E-11 Housing Schemes been scrutinized and it has been found that it is scam of about Rs6 billion, planned and executed by Anjum Aqeel Khan of M/s Land Linkers, F-10 Markaz, Islamabad, in connivance with the then officers of the National Police Foundation, Mian Mohammad Amin and Iftikhar Ahmad Khan, Ex-Managing Directors, Laeeq Ahmad Khan, Ex-Director Housing, Abdul Hannan, Ex-Additional Director and Khuda Bukhsh, Ex-Deputy Director (Housing) and others.

“(2). During the period from 1997 to 2003, the above said management entered into agreement dated November 1997, 1998, 2001, 2003 with Anjum Aqeel Khan of M/s Land Linkers (unregistered) for the purchase of the land at the cost of Rs.595,000 and Rs.825,000 per Kanal, whereby M/s Land Linkers purchased land from different owners and obtained agreement of sale as well as power of attorney in the name of the then Additional Director Abdul Hannan. M/s Land Linkers received payment in advance of 608 Kanal which the CDA transferred only 563 Kanal meaning thereby M/s Land Linkers, with the connivance of above said officers, misappropriated the NPF’s huge amount. Different modes of malpractices and illegal acts including duplicate/triplicate sale of land were adopted by accused persons.

“(3). Moreover Anjum Khan of M/s Land Linkers submitted three requests dated 16-5-2002, 25-8-2003 and 27-4-2004 affiliation of land measuring 75 Kanal, 60 Kanal and 50 Kanal of land respectively, for NPF Housing Scheme, E-11, Islamabad. There was no response of Qila number, Khasra number or land documents i.e., Ford Malkiat, Aks Shajra, rough plan/sketch of the proposed affiliated land. Even no formal agreement was made with him by the management of NPF for affiliation of land. The then management of NPF also allotted 100 residential plots of different sizes in colony area to the nominee of Anjum Aqeel Khan, contrary to his above stated requests. According to the ratio of affiliation of land of private owners decided by CDA Board on 9-10-2000. The share of private owner is 54%. He had to surrender 46% land for roads and streets. In this case 162 Kanal developed land was allotted to Mr. Anjum Aqeel Khan, However, during the whole process, Mr. Anjum Aqeel Khan transferred 71 Kanal land for that purpose, whereas according to the ratio mentioned above, Mr. Anjum Aqeel Khan had to transfer 300 Kanal total land in the name of NPF. Eventually, the shortfall/outstanding balance to be transferred by him is 229 Kanal. Moreover, Anjum Aqeel Khan, officers/officials of NPF and others, not only caused heavy wrongful loss to the NPF but 59 allottees also suffered badly as affiliated land was not transferred/provided to NPF by him.

“(4). The value of rest one piece of land crystal courts measuring 48 Kanal is Rs.4 billion and remaining land is residential worth than Rs.2 billion. It was commercial piece of land and heavy wrongful loss was also caused to NPF in this allotment.

“(5). In this way, Anjum Aqeel Khan, in connivance with the officers/officials of NPF namely Mian Mohammad Amin and Ch. Iftikhar Ahmad Khan, Ex-Managing Directors, Laeeq Ahmad Khan, Ex-Director Housing, Abdul Hannan, Ex-Additional Director (Housing), Khuda Bakhsh, Ex-Deputy Director (Housing) and others malafide and dishonestly caused wrongful loss of billions of rupees to NPF in affiliation of land and obtained corresponding wrongful gain for themselves and others by way of cheating forgery, fraud, corruption and corrupt practices.

“(6). The then management of NPF managed to get allotted several plots in their own names, their family members without entitlement and against the rules and regulations of NPF which caused huge loss to NPF property which is liable to be recovered. The above mentioned facts prima-facie constitute offences punishable under sections 406, 409, 420, 468, 471, 109 PPC r/w 5 (2) 47 PCA against the above mentioned officers/officials of NPF, Anjum Aqeel Khan and others. It is therefore requested that a criminal case be registered against them and wrongful loss caused to NPF be recovered. The progress of investigation be submitted in the Honourable Supreme Court of Pakistan on each and every date of hearing as well as to this office.”
